Picture a room where everyone has quietly agreed on a few things: take turns, keep your voice down, clean up after yourself. To civilize is to move something toward that room. Sometimes what moves is one person's behaviour; sometimes it is a whole system — a prison, a factory, a bus network. The word also carries a shadow, because for a long time it was used by one group about another, and saying it that way makes your own room the standard.
Wiktionary records civilize as borrowed from French civiliser, formed from civil + -ize. Read literally, that is 'to make like a citizen' — someone who lives inside a shared set of rules.
Wiktionary 記載 civilize 借自法文 civiliser，由 civil 加 -ize 構成。字面上可以想成「使人變得像個市民」，也就是活在一套共同規則裡的人。這條線索正好對得上今天的兩個用法：一個講人的行為，一個講規則本身。
