noun · B2
The bottom edge of a trouser leg that has been folded up on the outside, either to make the trousers shorter or because the style is meant to look that way.
Start with one small movement: something is turned upward. Hold the picture of a hand taking the end of a trouser leg and folding it back up — the piece that ends up facing you is the turn-up. Now keep the same movement but change what is being turned. Turn a card up off the pack and the face that was hidden is suddenly showing. Turn-up names the thing that has come up into view: sometimes a fold of cloth, sometimes a card, sometimes an event nobody knew was there.
The source records turn-up as a deverbal noun formed from the phrasal verb turn up, which is why every use still carries the movement of the verb.

noun · C1
In a card game, the card that is taken from the top of the pack and placed face up so that all the players can see it.
