The end part of a sleeve, around the wrist, sometimes with a button. "Cuffs" (plural) can also mean , the metal rings police put on someone's wrists. As a verb, to cuff someone means to hit them lightly, often on the head, either as punishment or in a light-hearted way. The phrase "off the cuff" means said without preparation, spontaneously.
