Time normally runs forward at one steady speed, the same for everyone. A time warp can be pictured as that steady run being bent out of shape: the line of time is folded so another age touches the present, or the clock is twisted so it , or it simply jams and stops moving at all. Whatever the bend, something in that place is no longer keeping time with the world outside it.
