Picture a sign taped to a shop door: 'Temporarily closed'. The tape is the whole point — it says this state has an end built into it. The shop is shut, but not shut the way a closed-down shop is shut; someone will come back and take the sign off. So the picture can be held as a state wearing a time limit: whatever is true right now is true only for this stretch, and the older situation is waiting to come back.

From the word’s history

The adverb comes from 'temporary' (1540s) = 'not permanent, lasting for a time only', from Latin 'temporarius' = 'of seasonal character, lasting a short time', from 'tempus' (genitive 'temporis') = 'time, season'.
