A strong-minded person has firm opinions and is hard to push off them. Other people can argue, advise, complain or apply pressure, and this person still thinks their own thoughts and does what they believe is right. The word points at the mind — at judgement and belief — rather than at wanting or doing. It is normally a compliment: it suggests independence, clear thinking, and the courage not to follow the crowd. Though actually, listen to who it gets aimed at, because the compliment is not evenly given. For a long time strong-minded was used about women in a slightly nervous way, as a polite label for a woman who would not be quiet, and a little of that history still to it. Used of anyone today it mostly means independence, but it can be said with a small sigh, meaning "you will not change her mind, so do not try". It is a fairly formal, written-feeling word; in speech people are more likely to say she knows her own mind or she's got a mind of her own.
組成strong + mind + -ed. The -ed here does not make a past tense — it makes a describing word meaning 'having this kind of': kind-hearted, blue-eyed, strong-minded.
