A self-opinionated person is sure their own opinions are right, says them loudly and often, and does not really listen to anyone else. It is a criticism, always — nobody ever calls themselves self-opinionated with pride. It is a strong, rather old-fashioned, and quite British word; you will meet it in books, reviews, and complaints ('a self-opinionated bore'), and less in everyday American speech, where people say 'opinionated', 'arrogant', or 'a know-it-all'. Here is the point worth stopping on. Plain 'opinionated' already means much the same thing, and it is the far more common word. The extra 'self-' does not add a new meaning so much as add heat — it pushes the picture towards someone in love with their own views. So if you are unsure, 'opinionated' is the safer choice. Also notice that 'having opinions' is not itself the problem. English admires a person with strong opinions who can defend them; the complaint in self-opinionated is about the closed door — the refusal to hear that anyone else might be right. That refusal is the whole word.
