Scaremongering is the practice of deliberately making people worried or nervous, especially in order to get a political or other advantage. It is the activity; the person who does it is a . Headlines use it about health scares, elections, and crime. Using the word already takes a side: you are saying the fear is being stoked more than the facts deserve. It is fairly formal, common in news, not a playground word. You can also use it like an adjective before a noun: scaremongering headlines, scaremongering claims.
