A warmonger is someone who wants a war to start, or pushes their country towards one — usually a politician, a general, or a newspaper. The word is never neutral and never a job title: nobody calls themselves a warmonger. It is an accusation, and a heavy one. You are saying that this person is not being forced into war but is choosing it, even enjoying the idea of it, while other people will do the dying. That is why it turns up in protest signs, angry speeches, and comment sections, and almost never in a careful news report. Notice how strong the charge is: calling a leader a warmonger goes further than saying they are wrong about a war — it says their instinct is for fighting. The related word warmongering names the behaviour ('accused of warmongering'). It looks and sounds slightly old-fashioned, a bit like something from a 1930s , but it comes back into use every time a real war is being argued about.

組成war + monger. A monger was once simply a seller or dealer — you can still see it in fishmonger (fish seller) and ironmonger (hardware shop). So a warmonger is, literally, someone who deals in war. Over time -monger got a nasty smell to it: attached to anything but fish and iron, it now means someone who spreads something bad for their own gain.
