You can picture the moment itself: someone holds something out to you, or asks you for something, and you close your hand and say a clear, firm no. `refusal` is the name for that act — not the feeling behind it, and not the reason, but the saying-no itself, turned into a thing you can count, receive, or write down ("a flat refusal", "her refusal to sign").
