A puzzler is something hard to understand or explain — a question, a fact, a situation that makes you scratch your head. Why the lights went out is a bit of a puzzler. It is informal and friendly, lighter than mystery. Though actually, -er often means a person, and puzzler can also mean a person who sets puzzles or loves doing them. In the sense you are learning here, it is the thing, not the person. You can usually hear which one is meant from the rest of the sentence. It is not a mean word; it does not call anyone stupid. You form it from puzzle plus -er.
