When something is puzzling, your mind cannot settle on it. You look again, you turn it around, and you still cannot say why it is that way. A look can be puzzling, a silence, a test result, a friend's sudden change — the word fits anything that should make sense but does not. It is everyday English, not a lab word. It is a little softer than mysterious: mysterious can feel dark or secret; puzzling just does not add up. Though actually, people also use it as a polite shield. 'That's puzzling' can mean 'I think you are wrong, but I am not going to fight.' The person who cannot understand is ; the thing that causes the feeling is puzzling. That pair is the whole trick of the word.
