Plant here is not anything green. In English, a plant can be a set of big machines put in one place to do one job, and often the building wrapped around them. A power plant is that set of machines when the job is making power. Now change the size and nothing else. City-sized, it is the building at the far end of the wires that lights a whole town. Shrunk to what sits under the hood of a car or behind a panel on a bus, it is the engine and everything working with it.
