A policymaker is someone whose job is to decide the plans and rules that a government, a school, a company, or another organisation will follow. Ministers, , and senior officials are policymakers. The word points at the people who choose the direction, not the people who only carry the plan out.
Though actually, journalists use it as a rather wide bag. A president is a policymaker; so is a city council; so, in a company, is the board. It sounds more official than “boss.” It is almost always about public or organisational rules — schools, health, tax, housing — not about what you decide in your own kitchen.
You will also see policy maker and policy-maker. All three spellings appear; the one-word form is common in news.
組成From policy + maker. Maker is make + -er: the person who makes the policy, meaning the organisation’s or government’s plans.
