A petticoat is a thin skirt, or a thin dress-like layer, that a woman wears under a skirt or dress so the outer clothes sit better, look fuller, or do not . Older generations wore them as ordinary underwear; many younger people hardly wear them now, except with certain dresses. Though actually, older English also used petticoat as a joking or way to talk about women as a group — “petticoat government” meant women in charge — but that use is dated and can sound rude, so the clothes sense is the one to learn.

組成From Middle English, equal to petty + coat: once a “small coat” (from petite cote). The meaning later settled on the thin skirt worn underneath.
