If something is ornamental, it is there to look nice, not to do a job. An ornamental pond is for looking at, not for swimming; ornamental plants are grown for shape or flowers, not for food. People also stretch it: an ornamental title can sound important but carry little real power. It is a calm, slightly formal word — garden signs, design writing — not a street-slang word. It does not have to mean “covered in decoration”; a plain white vase can still be ornamental if its only job is to look good. From ornament + -al.
