Optimal means the best, or the most suitable, for a particular purpose — not 'best in the whole world,' but best for this job, this plant, this body, this plan. The optimal speed might be slower than the fastest speed, if the fastest speed fuel. Scientists, doctors, and business people like this word; in ordinary speech, best, right, or ideal often do the same work and sound less stiff. It does not mean 'hopeful.' That is optimistic, a cousin with a different job. You can have an optimal plan and still feel about it.
