English has two words here and they do not cover the same ground. Hungarian can mean anyone who holds a Hungarian passport. Magyar names the people and their language, so it is used for the group that shares that language and that history, including the many who live outside Hungary's borders. Because the word came into English from Hungarian itself, it carries that inside view with it. It is a countable noun, so you can say a Magyar and the Magyars. You meet it in history writing, in travel writing, and whenever the people rather than the state is the point.
