One way to hold this phrase: a city imagined as having an upstairs and a downstairs. Low points at the floor nobody puts in the — the part that lives off crime and off things most people would not admit to. Life is how that floor is lived: its hours, its money, its habits. Once the floor exists in your mind, the word can do two jobs. It can name the whole floor, or it can point at one person standing on it. The second job is where the insult comes from.
