One way to hold this word: office is the easy half, and home is the half that moves. Home means the base you belong to — and which base depends on who is speaking. For a person, it is the house they live in. For a branch manager, it is the company's own headquarters. For a government, it is the country's own inside. Put office next to each of those and you get the three uses, all of them saying the same thing: the office at the base.
