A good picture for garter is a band that goes round something and stops it slipping. Round the leg, it keeps a sock from sliding down. Hanging from a belt with a clip on the end, it keeps a from sliding down. Round the waist of a pair of shorts, it keeps the shorts up. Every use is the same small job: something soft that pulls gently and holds another thing in place.

From Old French garet, and behind it a Gaulish and Celtic word for the calf or shank of the leg. The word started by naming the part of the leg, and then came to name the thing tied round it.
