Picture a tap of money being turned on to feed a particular project: an organization or government supplies the cash that keeps it running. 'Funding' is that flow of supplied money, aimed at one purpose.

From the word’s history

From 'fund' (a stock/store of money) + '-ing'; 'fund' goes back to Latin 'fundus' = bottom, base, piece of land — the underlying stock you build on. So 'funding' is supplying that base of money.
