Fluoridation is the practice of adding fluoride to drinking water so that a whole town takes in a little of it every day. It is a noun: the name of that public-health plan, or of the act itself. You will see it in news and science writing, often in arguments for or against it. Though actually, the short gloss can sound like a verb (“to add…”), but fluoridation is not something you do with a toothbrush. with fluoride, and the varnish a dentist paints on, are related ideas — they are not fluoridation.
