To fluoridate water is to add a fluoride chemical to the public water supply, so that a whole town takes in a little of it every day. The hope is that teeth will get stronger and have fewer holes. Cities and governments do this, not families at the kitchen tap. It is a technical, public-health verb. Though actually, people argue about it: some think it helps everyone, some do not want extra chemicals in the water. The verb is almost always about drinking water. Putting fluoride on teeth at the dentist is a different action.
