Dogmatically tells you how someone speaks or acts. A person who talks dogmatically lays down their beliefs as if no one may question them, and they expect other people to accept those beliefs without a real argument. It is the same idea as dogmatic, but it goes with a verb: they speak dogmatically, they insist dogmatically, they lay down the rule dogmatically. The word is critical. You use it when the certainty feels closed, not when someone is simply clear and firm.
