The packet's Wiktionary etymology says the noun comes from Dicky, the pet form of Richard, and adds that in the cover and apron senses it is perhaps from dialect dick meaning a leather apron, or perhaps from Dutch dek meaning a cover. Both of those are marked as guesses in the source, so they are given here as possibilities, not as facts.
