Wiktionary records burner as burn + -er, merging with Middle English brennere (an incendiary, incinerator), and compares German Brenner and Swedish brännare. The ending -er names the thing that does the action, so the word literally points at whatever does the burning — which is why it can be a part, a whole machine, or a thing you throw away.
