World-beating describes something so good that it could beat anything else in the world — the best there is anywhere. It goes in front of a noun: world-beating technology, a world-beating performance, world-beating export figures.
Where you meet it matters. This word lives in business writing, , and sport reporting, especially British ones. A government minister says the country will build a "world-beating" test system; a company says it has "world-beating" software. Because of that, the word carries a faint smell of advertising — someone claiming to be the best, rather than someone quietly being the best. Careful writers know this, and British readers in particular now sometimes hear it as or even a bit of a joke, because it has been promised so often and delivered so rarely.
Compare it with *world-class*, which is calmer and more : world-class means "among the best in the world", one of a group. World-beating means "better than all of them", number one. So world-beating is the bigger claim, and bigger claims need better evidence.
