An old, very formal word for "wherever" — meaning "in any place", "to any place", or "no matter where". You will meet it in the King James Bible, in old poems, in old legal writing, and in wills and contracts ("wheresoever situated" is still a set phrase lawyers use about property anywhere in the world). Nobody says this in normal speech today. When a modern speaker does use it, it is almost always on purpose — to sound grand, old-fashioned, or a little joking, the way someone might say "thou" for fun. The meaning is exactly the same as "wherever"; the -soever ending only adds force, like saying "anywhere at all". It works two ways, both of them just "wherever": joining two parts of a sentence ("wheresoever he goes, I follow"), and simply pointing at a place ("seek him wheresoever"). Note that it does NOT mean "whenever" or "whatever" — the where- part is fixed; it is always about place.
