Warmongering is the behaviour of pushing for war — making speeches for it, printing stories that stir people up, threatening other countries, talking as though fighting were the obvious answer. It works two ways. As an uncountable noun: 'He accused the government of warmongering', 'This is dangerous warmongering.' And as an adjective before a noun: 'warmongering politicians', 'the warmongering press'. Like warmonger, it is always disapproving; you use it to condemn, never to describe neutrally. The useful difference between the two words is what they point at. Warmonger points at a person ('he is a warmonger'). Warmongering points at what is being done ('this is warmongering'), which sometimes lets you criticise the action without personally attacking someone — a slightly softer, and often smarter, move in an argument. It is common in political journalism and in debate, and you will hear it thrown in both directions in any real dispute, because each side thinks the other is the one asking for a fight.
