Used about a man's face when he has not shaved, so there is short stubbly hair on his chin and cheeks. Notice it is not about having a beard. A man with a full beard is bearded, and he may be very neat; unshaven means the hair is short, uneven, and unplanned — one, two, three days' growth. That is why the word so often carries a hint of a story: he was ill, he was travelling, he was up all night, he stopped caring for a while. Writers use it exactly for that: 'a tired, unshaven man in yesterday's shirt' tells you his whole week without saying anything else. It is not always negative, though — fashion changed, and a deliberately unshaven look can read as relaxed or handsome. The tone comes from the sentence around it. It is a normal, plain word, fine in speech and writing; in casual English people just as often say 'he hadn't shaved' or talk about 'stubble', the noun for those short hairs. English does not use it about women, and only about the face — an unshaven leg is possible but rare; people say 'hairy legs'.
