You can picture a treasury as the guarded room where a kingdom's wealth is piled up and kept safe — the strong-room of gold, jewels, and coin. From that concrete store-room the word stretches to the office that guards and manages a whole country's money.

From the word’s history
Treasury goes back through Old French 'tresor' to Latin 'thesaurus,' from Greek 'thesauros' — a store, a treasure-house. The core sits right in the root: a place where valued things are stored. The -y ending marks the place, so a treasury is literally 'the store-house of treasure.'
etymonline / Wiktionary: treasury < Old French tresor < Latin thesaurus < Greek thesauros 'treasure-house'
