To transact is to carry out business with someone — to do the actual dealing: buying, selling, paying, agreeing. It is a formal word, and in real English it almost always appears in one fixed phrase: 'transact business'. Banks, contracts, legal documents and company reports use it; people talking about their day do not. If a friend bought a car, they say 'I bought a car', never 'I transacted'. In computing and finance the word has picked up a slightly wider life — a system that can 'transact' is one that can actually process payments or , not just show information — and you will hear that from engineers and fintech people. Note that the noun 'transaction' is more common than this verb; most will meet 'transaction' hundreds of times before they ever see 'transact'.
組成Latin trans- (across) + agere (to drive, to do) → to drive a thing across, to carry it through to the end. English took it back from the noun 'transaction'.
