Think of something bad being held up where you can see it — a raised fist, a warning letter, a black cloud over the field. Nothing has happened yet; the harm is only being shown, hanging there. Sometimes a person holds it up on purpose, sometimes the situation itself does.

Two branches

threaten to hurt · verb · B2

To tell someone that you will hurt them or cause them problems if they do not do what you want.

be likely to harm · verb · B2

To be likely to cause harm or damage to someone or something.
