The dislike or fear of new machines and technology — the FEELING, not the person. The line you were given describes the person, but that word is 'technophobe'; 'technophobia' is what the technophobe has. It covers a wide range: at the mild end, the tiredness of not wanting to learn yet another app, and a wish to be left alone with the old way; at the strong end, real anxiety when facing a computer, which is sometimes called 'computer anxiety' and is taken seriously in workplaces where staff must be retrained. Most everyday uses are at the mild end and are said half in fun. It is also used about whole societies in news and academic writing — 'a wave of technophobia' — meaning a general public suspicion that new technology will do harm. Because '-phobia' is the ending used for medical fears, the word sounds more scientific than it usually is; in ordinary talk it just means 'really not liking this stuff'.
