Tantalizingly is the adverb: it says that something happens, or that something is, in a way that leaves you wanting. Its most common home by far is in front of the words close, near, and out of reach — "tantalizingly close to winning", "the summit was tantalizingly near", "the answer stayed tantalizingly out of reach". Used that way it does a precise job: it tells you the person very nearly got there and did not, and that this hurts a little. It also works with vague and brief — "the report was tantalizingly vague" means it said just enough to make you hungry for more.
