Take-up is how many people actually accept something that is being offered — a benefit, a free service, a vaccine, a training course, a discount. If a city offers free flu shots and only three people in ten come, you say the take-up was low. It is a counting word, so it usually appears with 'high', 'low', 'poor', 'good', or with a number: take-up of 40%, a take-up rate of 40%. Notice what it does not mean: not how many people were offered the thing, and not how well the thing works. Only how many said yes. That is why officials like it — it quietly measures whether an offer reached people, and low take-up is usually a sign that the offer was hard to find, hard to apply for, or to ask for, not that people did not want it. This is formal, report-and-newspaper English: government papers, business reports, health studies. You would not use it chatting with a friend; there you would just say 'not many people signed up'. The is normal in British writing; American writing often prints it as one word, takeup. Keep the and you will always look right. Two different things share this spelling, so read the sentence: the verb 'take up' (two words, no ) means to start doing something — 'She took up swimming' — and that is not this word.
