A section is a part of something bigger — a chapter of a law, a part of a form, a division of a report. A subsection is a part inside that part. So the order goes: the whole document, then sections, then subsections.

In law this is very literal. A law might have Section 5, and inside Section 5 there is subsection (1), subsection (2), and so on. Lawyers say it out loud like 'section five, subsection two', and in writing you often just see '5(2)' with the number in brackets — the bracket number IS the subsection.
