The condition of not being a citizen of any country — the noun for the situation itself, not for the person in it. So we say a stateless child (the adjective, about a person) but the problem of statelessness (the thing, the whole situation). It is a formal word and lives almost entirely in serious writing: legal papers, human rights reports, and above all the work of the UN refugee agency, which runs campaigns to end statelessness. You will see it in fixed phrases — reduce statelessness, prevent statelessness, the causes of statelessness, a case of statelessness. Because it names a state of affairs rather than a countable thing, it does not normally take a or a plural: not "a statelessness", not "statelessnesses". Millions of people worldwide live in this condition; the word exists mostly so that lawyers and reporters can talk about the problem as one problem.
