Surprised so much that you can hardly react — the strongest everyday word for surprise. If 'surprised' is a small step back, staggered is being knocked off your feet. The picture inside the word is a person hit so hard they cannot walk straight. Two things about how it is really used. First, it is almost always used AFTER be/look/seem, describing a person: 'I was staggered', 'she looked staggered'. You would not normally say 'a staggered man'. Second, it needs a big cause. People are staggered by news, by a price, by an amount, by someone's or generosity — not by small things. It is usually followed by 'by' (staggered by the cost) or 'at' (staggered at how much it had changed) or by a that-clause ('I was staggered that nobody had noticed'). Very often it is used about numbers and money, because those can be genuinely hard to believe. The feeling is usually bad news or unwelcome bigness — staggered by a bill, by a loss — but it works for good surprise too. It is a normal, common word, slightly stronger in feeling than 'shocked' about facts, and it is a little more common in British English than American. It leans a bit toward speech and informal writing. Careful: the same word 'staggered' is also the past of the verb (to walk unsteadily: 'he staggered home') and it can mean arranged at different times so they do not all happen at once ('staggered start times'). Same spelling, three quite different jobs.
