If something is spine-tingling, it gives you a strong rush of feeling that you enjoy — the kind that makes your body react before your mind does. The picture behind the word is real: when people are deeply moved or a little scared, the skin along the back seems to prickle, and the hair on the arms stands up. So the word is used for two close things at once. One is thrilling excitement: a spine-tingling finish to a game, a spine-tingling moment when the singer holds the last note, a spine-tingling performance. The other is pleasant fear: a spine-tingling ghost story, a spine-tingling horror film. Both share the same key point — you WANT the feeling. Nobody calls a car crash spine-tingling. The word is mostly written rather than spoken, and you meet it a lot in reviews, film posters, book covers and sports reporting, where the writer is trying to sell you the feeling. In ordinary talk most people would just say 'it gave me goosebumps' or 'it gave me chills'. It always goes in front of a noun in normal use — 'a spine-tingling moment' — and sounds odd after 'be' ('the moment was spine-tingling' is possible but stiff). Note it is one word with a , and it describes the THING that causes the feeling, not the person who feels it.
