Spending is the money that goes out — how much is paid, usually by a government, a company, or a whole group of people. It is an uncountable noun, so no 'a' and no 's': 'government spending', 'consumer spending', 'military spending', 'spending on health care'. You will meet it constantly in news about money: 'spending has risen', 'spending cuts', 'a spending limit'. Notice it points at the amount and the pattern, not at one purchase — you would not say 'my spending on that coffee'. When it is about a person, it usually still means the overall habit: 'She's trying to cut down on her spending.' You will also see it as the plain -ing form of the verb ('I'm spending too much this month'), and as a describing word in front of nouns: a spending spree (a burst of happy, fast buying), spending power (how much your money can actually buy). One useful pair: 'spending' is the money going out, 'income' or 'revenue' is the money coming in.
