Speckles are small spots or marks scattered over a surface of a different colour. This is the plural of 'speckle', and honestly you will meet it in the plural almost every time — one speckle alone is rarely worth mentioning; the word is about the scattering. The speckles on a bird's egg, the speckles on a trout, the speckles of grey in someone's black hair. The word points at the dots themselves, whereas 'speckled' describes the thing carrying them. So both sentences below say almost the same thing: 'The egg has brown speckles' and 'The egg is speckled brown.' Choose whichever is easier to build. There is also a verb 'to speckle', meaning to cover something with such marks, but it is uncommon in everyday speech and you will mostly see it as 'speckled with'. Register is neutral and slightly descriptive — you hear it in nature writing, in describing animals, in describing skin. It is not a technical term. The dots it names are small; if they were large you would say 'patches' or 'blotches'.
