Think of a net that a whole country holds up together. Everyone who earns puts a little money into it through taxes or payroll . The net is there for the times when a person cannot earn: old age, illness, disability, losing a job. One way to see the three meanings is as three views of that same net — the net itself, the money that falls into your hands when you land in it, and the one American net that has a capital-letter name of its own.
