    A slumlord is a landlord — a person who owns homes and rents them out — who lets those homes fall into terrible condition and still charges high rent. Picture broken heating in winter, water coming through the ceiling, , a lock that does not lock, and the owner who never answers the phone but always collects the money on the first of the month. That is a slumlord. The word is an accusation, never a job title. Nobody 'slumlord' on a business card. You use it when you are angry, and it says two things at once: this person is greedy, and this person is exploiting people who have nowhere else to go. That second part matters. Tenants stay in these buildings because they cannot afford anywhere better, and the slumlord knows it — the whole thing works because the tenants have no choice. So the word carries a moral judgement about power, not just about a dirty building. It is most common in American English, especially in city news and : a reporter finds out that the owner of a collapsing apartment block is a well-known businessman, and the headline calls him a slumlord. Note that the building itself does not have to be in an actual slum. If you charge good money for a rotten flat in a nice part of town, people will still call you a slumlord.
