The piece of clothing on the top half of your body — the one you wear closest to your skin, with a collar and sleeves. Because a shirt is the very thing right on your body, the two both play on that: keeping it 'on' (not tearing it off in a rage) and laying it down as a bet (the most personal thing you own).
