A blouse is a shirt for women, for the top half of the body. It is usually a bit softer or dressier than a T-shirt: it may have buttons, a collar, or a bow, and people wear it to work or to a nicer place. Though actually the French word first meant a loose workman's smock — a simple over-shirt for labour — but in English today it almost always means women's clothing. Some people stretch it to any women's top that is not a sweater. There is also a quieter verb in and fashion: fabric that blouses out sits in a soft loose fold, but the noun is the word you will meet first.
