If you do something shamelessly, you do it with no sign that you feel bad, even when other people think you should. It is the adverb that belongs to : it tells how the thing was done. News writers use it when someone lies, cheats, or takes credit in public and does not even pretend to be sorry. Though actually, friends also use it with a laugh for small things — eating the last bun, asking for a favour too loudly. In that voice it does not mean the person is wicked; it means they did not hold back, and they did not look . Said seriously it is a hard, blaming word. Said lightly it is teasing. It is ordinary English, not only book English.
組成shameless + -ly. Shameless is shame + -less (“without shame”), from Old English sċamlēas. The -ly ending (from Old English -līċe) turns that adjective into an adverb: “in a shameless way”.
