This is not one word with three meanings — it is a short cut. English has a lot of long words starting with semi- ('half, partly'), and in casual speech people just say the first bit and let the situation fill in the rest: semi-detached house, semi-final, semi-trailer. So the real question with semi is never 'what does it mean' but 'which long word is being here'.
