If you are scornful, you feel that someone or something is not worth much, and it shows on your face, in your voice, or in your words. It is stronger than simply not liking something: there is a cold, proud kind of dislike in it, as if the other person is small or foolish. You can be scornful of an idea, a plan, or a person. It is not a kind word, and it is a little formal; in everyday talk people might just say you were looking down on them.
